Neo is one of the best altcoin but off course ethereum is the best one. Buying neo is good and the perfect time to buy is always the time where all is in dip. If given an oppurtunity and have extra money,I would like to buy Neo coin and invest it for a long term.

I invested another March, but even now I can not answer the question whether it should be done. The whole market the last six months red, coins grow a little, and then fall again. But now is the best time to buy, if you can part with your money for a long enough period.
