Today in the news I read the following: The developers of Ethereum declared “restrained optimism” and “concern” in the run-up to the hardtop Constantinople. But they promised that everything will pass without problems. I hope that this will be the case because this is the fifth major update.

They are fully prepared for this update this will make this network more powerful than before and it will keep moving forward with same support. ETH have something big to offer to the community and that's why it still looking promising.

Can anyone help me understand whether it will be safe to move ERC-20 tokens during hard fork hours. I understand there will be few hours critical but it is related to Ethereum and this moves all tokens with its blocks. Logically tokens shouldn't have any impact of this hard fork but want to make sure of this to prepare myself accordingly.

there is no need to move them anywhere, if you are planning to hodl them before and after the Costantinopole, the ETH can be stored anywhere is stored now

Probably you didn't understand the question of this person he is asking about ERC20 tokens whether it's safe to move them during this fork or not. I think it's better don't move them and wait until network will get stable to avoid the problems or move them now if you want to transfer them anywhere.

The main thing in this update is about the block reward and ice age delay (Will be launched soon)
There will be a scalability update to reduce the transaction cost but i don't care so much about that and so far without any spam transaction and the ethereum network goes normal.

Crypto markets are very easy to manipulate if someone have big money and know how to create fake news and create the situation. It is happening everywhere even ETH I also in struggling to trying to find the stable position and it looking possible if the markets sentiments turned into bullish.

eth price is down i don't know why
fork is coming in 3 to 4 days and price is heading its 2018 bottom.
this fork will change this coins to something new turn the algo into POS and you are right this fork will be beginning of the new era

I don't think so fork is destroying Ethereum price but big whales coming and dump the market they want to pick up coins at low prices.    
As you said price will be rise in near future or right after fork, investors panic and selling at low prices because of sudden dump.
Hope so price could reach $150 end of this month, fill up bag at his point or wait for next dump.

How can you not understand? Fork does not destroy the value of the coin and in no case the Ethereum coin. The entire market is controlled by manipulators, large players.
