Most giveaway threads are no longer allowed in the Alternate cryptocurrencies sections. From now on, posting or replying to such threads could result in being banned. Existing threads will be locked.
Specifically, you are not allowed to give people any incentive to post insubstantial posts in your threads. You can't offer to pay people who post their addresses, usernames, etc. You can do giveaways off-site and link to the giveaway page in a thread, but you can't give people any bonus for replying to your thread.
Similar threads are already restricted to Games and Rounds in the non-altcoin sections, but the giveaway-related post volume is so high in the altcoin sections that I've decided to just ban them entirely here.
I have seen a number of 'coin launch' threads where the devs of a coin give out a free sample of coins to those who are first to get a wallet and post an address. They completely got away with it. Is it frowned upon? Is it just allowed on small scale in the context of coin announcement threads? Or not at all? Just wondering...

You are free to host your altcoin giveaways off-site and link to them here (as it states in the OP).

This policy was mostly introduced due to the spam caused by altcoin giveaways. Since the introduction of the rule mods have had a more relaxed stance on the issue, you can see special offers offering free products all over bitcointalk but IMO the ban of altcoin giveaways was surely justified.

Here is what I do not get tho, WHY? All it would take is a new section dedicated to giveaway posts to make everyone happy. Because they are annoying and no one likes them, a thread specifically for them would be stupid. I liked them.

If you are referring to Bitcoin giveaways in Games and Rounds, yes. In terms of altcoin giveaways, this "no on-forum giveaways" rule applies forum-wide (well, in actuality, in the entire altcoin section since altcoin posts outside this section are usually off-topic).

If you know of a giveaway that includes giving away altcoin AND requires users to post on this forum in a relatively low effort manner (which includes services that remind more of a giveaway, than a bounty/service/etc.), report it. If we're talking about the "Games and Rounds" Bitcoin giveaways, anyone can create a giveaway there, not just Bitcoin casinos.

Even the OP of this thread states that it's OK to link to off-forum giveaways.
