I agree with you mate. Currently ICOs are trying to collect less money, they decrease soft caps and extend the periods of ICOs.

Agree with your thought , investors are slowly backing off of crypto industry and definitely it is because of so many ICO SCAM , so during campaign time , mostly of ICO were extending their timeline because they are unable to reach the hard cap or even the soft cap, so we have nothing to do with this situation .

There is always just one reason, with the exceptions of course. Extended campaign means that they didn't reached amount of money gathered through the ICO that they wanted to start

If I should base my answer on now, I think the current market  biggest dip is having its turn on many of them. So of them base their expected goals on when Btc, ETH and some other acceptance crypto were still relatively okay. Now that it is down, many of them are finding it hard to move forward. However, this will only last a matter of time.
