Yeah ICO fraud the more and this makes us increasingly afraid to make investments. There should be an institution that provides regulations on the ICO recently. I think the bear market really affected the ICO period. That is why many ICOs are now extending their campaign time. People often do not have much money at this time because they have a lot of expenses like school fees, school benefits, something like that. So, people do not have money to invest. Bounty campaign is extended base on the fact like the project team have not achieved there goals within the stimulated period for most the project nowadays. secondly the project team will like to make much more profit.

Maybe because they haven't reach their goal that is why many ICO's are extending. Every ICO has to reach their goal to gather more funds for the project. Sad to say many investors are getting panic because of the falling market that causes ICO's to lose investors. By extending their project this will give them more time to attract more investors and gather as much funds as they needed to at least reach their target cap.

Yes that is true, too many ICOs now competing each other to get investor's attention and fund.  To the reduce risk of being scammed, lot of investor prefer to invest on existing cryptocurrencies.

It seems to me that today the market of ico companies is very poor and everything really happens due to the fault of the bad state of the crypto-currency market. But the fact is that not only investors and Bounty Hunters are suffering, but also the teams and their projects, which simply disappear and do not develop.

Every ICO's have a soft cap and Hardcap. but the market which is completely red these days and price falling like anything, they arent able to get the investors trust in such bearish market, and so most of the ICO's to be on the safer side are extending their ICO's so that they can raise the target amount for the project to work
