Good time to invest in an ICO?

Many ICOs have their token sold at a fixed price vs. the ETH. For example: 1 ETH = 1000 Tokens.

So does it really matter if the prices of ETH/BTC is dropping?

If anything, then buying now you get more Tokens for the $, right?

Basically most of the tokens were just useless to hold in the long term so the price dropping may not be much effective in this case but as you said you will get more tokens in terms of dollars.But don't invest on any projects just blindly,you need to know what you were investing because it is your hard earned money.

actually a lot of ICO set the price in $.
that's also the reason why is not so simple to use cryptocurrencies for salaries and things like that.
Cryptos are too much volatile.
however if an ICO set the price only in terms of ETH or BTC or other crypto, if the price rise and you bought the crypto before the exchange of the ICO this benefits you and your finances.      

Yes I agree with you that they are all set in $ predicting that bitcoin and Ethereum will fall, The chain reaction is constant and alot of ICO will adjust on there true prices.
Seems the market is volatile they should add bonus on the first round of ICO or vice versa.

There are 80% of ICOs are scam and  you can get profit from them only with bounty or airdrop. Price of btc or eth doesn't matter for icos' tokens' price.

Some of the ICO got that rules of the fixed amount some per token paired by a fixed amount of specific crypto that they requiring for the investments and some were aligned to the current price of the crypto they have different requirements and maximum investments depends on what type of the investors you are, I have tokens having the current of price below ICO so it's time to buy them cheaply but be careful.

There is actually no such thing as a "good time to invest on an ICO". You can make profit or you could lose it all. Depends totally on the project. Make sure you are investing on an legitimate ICO. Not some shit scams (which most of the ICOs are) that are taking place every day. Take your time and do your researches and think twice before you put down your money on that ICO.
