I'd say if they were new on this atmosphere. You can't blame them however, because they are still learning the mechanism behind it. But it's different cases if you are experienced in crypto yet you still think you can make easy money through it.

I started my journey in bitcoin forum during the year end 2017.  I was told by my friends to fill airdrop forms and was told that I will get money in return.  I never got a penny  . 
At the very early stage I understood that airdrops are just waste of time.  So I studied various topics here and tried to get some knowledge. 

I came to know that I can work for bounty programs  of different ICOs.  But still I am waiting for some earning though got coins.  I think it is due to bearish trend in the market.

They would promise their investors a cheap token price purchase, and in turn promise a good listing price at the exchange. 98% of these self airdrop never make it to exchange, and the few that get listed in a decentralized exchange get pumped for 2hrs and there after dumped forever. Why do you think people still patronize these scamming project and not study good ICOs and buy? 

This is mostly the case with the uneducated investors who invest or participate in anything without any knowledge. For them the ultimate goal is to make money without fully understanding the market. Such people are the ones who fall prey to the scam projects. There are some genuine airdrops also in the cryptocurrency market, but you obviously need to read properly about the ICO providing it. With time and failures they will definitely understand that they need to learn before investing.

Because this scam is a scam. They will use this flowery words just to attract investors buy their tokens. This is their main strategy and somehow effective. People tend to be attracted in the investments with a big profit in a snap without realizing that its a very obvious form of a scam. Also, some figures on successful ICOs after the fact, in the long run, don't look all that great to begin with. People do need to learn how to study better, and also learn how to recognize a good token. that is normal, imagine how many newbies are popping in the world of crypto trading, before a person learn the legit icos, they will still get though being scammed, some dont read, didnt do their homework before jumping in, and because of those volumes, they have created a huge trend, looking legit enough for another batch of newbies to jump in also and there goes the never ending cycle.
