Well, the false or frauds ICOs issue want not what hinder the crypto investors from invest this day because most of the investors already some BTC/ETH they planned to use to invest but once the market down trend is much their holding loose value and they will only make lost if they invest when the market is not healthy.

Some of the reasons from what I know because the ICOs project currently has a low level of trust compared to 2017, the bearish market is also a reason because of the decreasing value of cryptocurrency and in this condition users who want to invest in ICO while they are still holding in order not to lose value more.

Investors are still there, but seeing a lot of ico this year failed and the market conditions have not yet risen, of course the number of investors is reduced, hopefully next year there will be improvements for ico so that more investors will be involved

I think investors today prefer to be holders rather than investing with ICO, especially if the market conditions are not good, of course they don't want to lose their money if they invest in Iico now. but I believe later when the market improves, investors will return to invest in ico.
