That is right, when BTC falling ICO is dead amd almost of all just scam ICO.
We can see how bad market in 2018 and making cryptocurrency in bad bad time wver i have seen.
Now ICO is trying recovery from scam project, IEO is the first choose for now to get good secure.
I believe that ICO will have a bright time again someday.

This is a very good question, and i think if bitcoin should go back to as low as $1000, it is not only a bad thing for ICOs but for the entire cryptocurrency market because bitcoin calls the shoot in the market considering that it is the 1st cryptocurrency and has the highest market capitalization. That will be a disaster if bitcoin drop back to $1000 many coin will die. bitcoin at that price no starter will dare to collect fund because it won't be successful, bitcoin hasn't drop that low and ico couldn't reach softcap, what will happen if bitcoin is that low. No more fund raising untikky bitcoin recovers.
