The fact that there is no skills used in lottery and the huge amount of jackpot are the 2 reasons that I think why most people are choosing lottery to gamble their money compare to other games where skills are used.

As long as they buy just one ticket for ₱10.00 (0.19 USD), I think they are doing nothing wrong. Anyone can afford losing $0.19, and if you don't buy more tickets and do it only once per week or so, you should be okay.

I'm not saying that the method you described can improve one's chances of winning in any way, but if someone finds it entertaining, why not to try? After all, nothing can give you more hope, financially wise, than a lottery ticket in your pocket.

And to add also, playing lottery doesn't need much of your time and effort.
Once you put your bet or buy the lottery ticket, you just need to wait for the lottery draw and check if your numbers are mentioned.

I have not seen any thing entertaining in buying lottery but as you said there are people who enjoys trying their luck in buying lottery. It all game of luck you can win it and you can make money so winning with 0.19 will surely push you to invest and buy again some become addicted but for me its all game of luck to win in lottery.

Not only the government, but also the company that gives the lottery money will withhold some amount if you want instant payment of 100% of the winnings.... In the faaaaaar chance of 0.001% of winning that is!
