I'd agree that negligence is definitely one of many factors but usually it rarely happens, maybe the people's mind are just hazy and couldn't even think right.
But, it's always greediness and the lack of knowledge that drive most of people into getting scammed. Most of the people that got scammed I know are just outright greedy because they are offered unrealistic amount of return for their investment they think that it's once in a lifetime chance thus can't think really right.
Only if they could figure out with their knowledge and experience that such a thing is nonexistent and simply too good to be true they could have avoided all these scams and will not lose any money. Well, it seems they learn it the hard and expensive way I guess.

The emotional investing can ruin a person's life within a few weeks from my experience. The lack of enough data for investigation and the unskilled investors are the reasons why scammers are so successful in the online fraud transactions.
