That is better decision than opening vacancies again and making users go through tension and you go through stress of selection. Maybe other big signature campaigns can learn this method. Choosing from old applications is good.

Much better if they open new participants and ask old applications not to re-submit again, many new users who doesn't applied before no have any chance to be accepted.

Personally, I do not see anything good in it, @Best_change miss the opportunity to discover more new accounts that may offer higher quality than pool accounts. I also believe that the campaign gives high monthly payments and thus will be attractive to those who provide high quality posts.
