The reason Paris FC took so long to go up was because they were not owned by some rich people, they were just an ordinary team. Right now , both Arnault family and Red Bull got together to buy this team, they weren't this rich before. Look at how rich Arnault family is, those guys worth 100+ billion combined, Forbes shows 150 billion right now.

Yes, you are right, Lyon has the advantage in various lines.
