Well until the teams you mentioned actually get back to their old ways and step up their game, I think am gonna go with jaycoinz on this because it's really something else for Manchester city to have achieved what many clubs couldn't do even at their prime in the premier league, I mean that's definitely a way to say they are firmly rooted on their course to actually be number one in the league.

Yes, I agree with you that Chelsea will not be able to compete with top clubs for various reasons and the main reason is as you have explained when Chelsea brings in players by spending large amounts of money but these players cannot contribute as the manager wants.
