I agree with you that premier league teams can not be underrated or underestimated, every team in the English premiership is a threat to each other and gaming pattern can change at any given time, one thing is for sure that English premier League requires strength, tactics and experience to be at the top, the league is a very difficult and competitive league for any team to scale through, most times thing that help Manchester city is experience and good players that are available in the team without this facts it would have been a disaster for them but even with all this good qualities they still lose to unsuspected teams, the struggle for survival exist much in the English premier League, for me, the game of soccer is taken more serious in this legaue than any other league in the world. I wouldn't predict how next season will end but the teams you mentioned are more likely to perform well but we can never tell what will happen next season, I somuch remember when Leicester City lifted the trophy know one expected such to happen during that season and it happened, so anything is possible in this coming season too.

Having a new coach means that a team will have new playing tactics and this will make the team difficult for opponents to predict and analyze. But a new coach will need to adapt and get to know the characteristics and abilities of each player to formulate an effective strategy. This is very relative depending on the ability and chemistry between the coach and players. Some coaches can even immediately award trophies in their first season, such as Di Matteo when he surprisingly succeeded in bringing Chelsea to win the 2012 UCL. But that is very rare because coaches usually need one or two seasons to adapt. I don't have high expectations for Chelsea and Liverpool. I hope Liverpool can remain consistent even without Klopp and Chelsea can improve their ranking with their new coach.
