Liverpool can sell Salah to Saudi Arabia, but as long as he can play his best, they have no reason to do so. The decline wasn't because they weren't doing well, remember that Salah wasn't feeling too well due to his injuries because of the Afcon he went to represent Egypt and his team lost. When Klopp needed him, he wasn't fit to play and the team wasn't in good shape. Manchester City was on fire and they trash all the teams that comes to their way because they were ready to win the Premier League. I guess Liverpool weren't that desperate the way Manchester were else they would have push harder.

The moment when a player joins any team they know they have to leave one day no matter if we are talking about Salah in Liverpool or Mbappe in PSG. Chelsea do have a team, but how effective is that team. They have a lot of young players I think don't have enough experience to pilot the affairs of the London pride and it played out last season. If the management of the club wants to pump in Money to help the manager buy some players he feels will help improve on the teams current performance, I don't see any problems with that.

The kind of team you're looking out for Chelsea to get will Definitely take a bit of a time, Chelsea literally overhauled their team for last season and brought in new set of players who for me I still think are learning on the job, give them the next two seasons or even lesser, then you will see the army they will turn out to be.
