I believe you are correct. Usually meme coins are minted by one person, and then given away to random addresses in order to create "scarcity", or fake scarcity, as still the biggest chunk is owned by that initial address.
Then they pay some youtubers to make a hype about it and start dumping. We've seen it many times, not only with meme coins
