If you want to have it in PHP there will be no problem as long as you select PHP you can have all the deposit currency available that will go to your PHP wallet no matter if it is bank, Ewallet or Cryptocurrency. Same goes to withdrawal, Your PHP can be withdrawn on any currency and wallet you want which is not allowed anymore.
If you are playing PHP you can do bank or ewallet only coz if you have crypto it will go 100% to that currency.

I have not noticed it from my local withdrawal. The last time I withdrew from 1win from local currency, everything went successful within a few second.   USDT is a cryptocurrency and cryptocurrency has no withdrawal issue (delay) in 1win, if PHP is delaying, you can use USDT foe the for now and when PHP delay is fixed, you can use it back again. 30-45 minutes is still okay and the most important thing is foe you to receive your money.
