For sure, the campaign participants cannot resolve any disputes. They can only give their point of view on the case based on the information provided, but that doesn't hold any weight in resolving the case.

There is FAQ page at most of online website that is a sort of summary of their ToS, and people can begin with FAQ. After reading FAQ, they can search for more information with terms they are still unclear from given information in FAQ.
