I don't know why there was such an advice but I would not take it into my gambling practice because as I explained above, I considered it is very risky. I read it some times on other casinos and these restrictions of a casino and its game providers are like overlapping circles in a Venn diagram.

You even don't need any answer from a casino, an exchange to know that it is not allowed. It's only they are too strict and good with automatic detection or too late with it. Personally, as long as your goal isn't to cheat the Vega site, it should be fine. I also use a VPN to gamble, and so far, I haven't had any issues.
