In this block, pxkqhVybwASmc5Jw6qQL65iuwjDafRqKH1 is my test address,
i sent 0.2btc a few times with a tx fee of 2qb in an effort to generate some pulse blocks.
The resulting outputs from the transactions add up to 2qb so where did he other 0.2 go?
Also why weren't four pulse blocks created and when the newly created coins are created
who controls the address they are sent to?

Well...

You send 0.2 QBT using 2 Inputs of each 2 QBT.
2 QBT / 1 input takes the miner.
0.2 QBT takes your destination pxkqhVybwASmc5Jw6qQL65iuwjDafRqKH1
1.8 QBT are re-routed to yourself using a new address.

ahh, yes i forgot that all my inputs have a value 2qbt (mostly).
What about the address new coins are sent to? How is that chosen?
Is it given to a random miner or does it go to someone involved in the transaction?

Then add POS to QB that would be a premier and bring attention to QB.
And it should motivate people buying them too.

I think it's fair to say we're going the way of PULSE now my friend. I was also a POS quark advocate not too long ago but it's been getting a bit of bad press recently I believe.
