It's hard for NEM to come back to top 10.
For now, the NEM Foundation's issues should be solved completely first to bring confidence back to investors .
Fortunately, the recent reports from NEM team shown their good plans for it.
Let's see how the plan works.

NEM will come back to top 10.

NEM has good community support and when Catapult releases NEM will show how ahead of other projects it is.

NEM will eventually come back to top 10.

Right now is good period to come into NEM at very good price. 

We need more user/buyers to this coin and then will price rise. Not same users who buy low sell high. Users who will buy this coin and left it in stash for atleast 1 year in cold storage.

With that it will left less coins for whales. 

I guess the cheap price will start tempting the investors in some phase, just wait ...
Or some NEM project "hits the hype".

I don't think that's going to be possible. There are much worse projects higher up but they're slowly carving their place in the minds of the public and that doesn't go away. Nem's ability to capture hearts and minds is non existent still after all these years. It's had five years to be 'discovered'.

I'm sure the price can be much higher than it is at present in future, but it's not dislodging the projects at the tippy top. The developers would say that's not relevant and for their purposes and reasoning it's true.

I just checked the history of NEM and this had a capitalization of 1 mio at one point? And it went up to 15 bil? Oh my god... This is like truly insane for this who held their coins all the way.

nem asset is good but only when the market grows up. what we see now with a falling market and a market that is stable is gradual inflation and price drops in btc. it is better to keep something from the top five but if you kept all this way this asset selling is too late guys!

Can see testing of market.  I think within the next two months gradual bull run starting approx a year before next BTC block reward halving. After block halving in May 2020 there will be consolidation, then approx 12 - 18 months after May 2020 will be next ATH.  NEM and a lot of other cryptos will rise on the back of BTC.  My prediction is by Winter 2021, next bull peak.  You can come back to this post and thank me  .

Nem labs won't be funded. If I remember rightly it got a higher proportion of the vote but there you go.

This is a separate funding proposal to the nem foundation. That has been funded. This passed the public vote too. The people with the purse strings decided against it. I preferred their emphasis on developing the actual chain rather than woolly PR speak.
