My primary theories (Not ordered by preference):

Dev(s) = legit, but knowingly keeping the early stages of this coin at scam equivalent levels. Maybe not nearly. If the wallet2wallet idea in his/their whitepaper is actually something special, I'm behind a greater life for this coin 1000%. He/They will be moving the coin forward at a more professional pace.

Dev(s) = clever P&Der(s) that knows tech well enough to dupe the tech-impaired with a unique idea, but had his/their P&D plans cut short because he/they missed a footnote and decided to keep investors less informed than some find appropriate. 1m supply, a well-thought out idea (hook?), voices were shouting 100k, mrktcp<vol... but then, FUD. Theory is: this coin is maybe a uniquely ambitious scamcoin... so maybe, so are the dev(s). Maybe, the goal of the P&D was closer to 100k, not 40k, he/they were unexpectedly frustrated and he/they will try again. 

Dev(s) = one of the plenty greedy P&Der(s) that are too lazy to pay attention to the people they leave in the dark with a couple pennies worth of code... (besides the whitepaper, I don't see that much effort was invested in their/his P&D to begin with.) Shoganai.

fud can dump price, but FUD can also kill a coin! be careful! there is a lower limit that a coin must not fall below otherwise the coin will never recover.
