Added a bit more content to the rule 15 explanation's quote (thanks to xandry for the suggestion) and adjusted the signature styling restrictions for newbies in one of the FAQ questions as per https://bitcointalk.org/index.php?topic=5030366.0.

9. Discussions in the main boards must be in english. All other language discussions should be posted in the appropriate Local board.
This rule seems to me had other text earlier? Now it kind of allows to communicate in English in local boards.
And, I think, we need to add clarification to rule 15 that it is forbidden to participate in onforum altcoin giveaways also.
None that I recall. As for English discussions in local boards, it's not completely prohibited if one of the country's national languages is English (e.g. India). In addition, the word "appropriate" kind of covers the requirement to post in the language(s) the local board(s) was / were created for.

So will I be banned?

Sometimes I find really good content in the English thread, while in the Russian one the situation is not so good. If I translate someone's content with refering to the original source will it be conseidered as plagiarism?
And one more: shoul I always ask permission for translating someone's brilliant thoughts in case I mention great contribution of the author and that it's just   
translation, not an original post.

It does'nt mean that I intend only translate and not participate. I just want the Russian speakers could read good-quality content, as some topics really worth attetion.

They're not bumps and there's no rule about removing posts in giveaway threads. They're either just bounty hunters just trying to claim bounties and/or farm accounts in the process. People have used that giveaway thread to farm hundreds if not thousands of accounts over the years. An example here: https://bitcointalk.org/index.php?topic=2347778.msg23917004#msg23917004)

I'm not sure if it's even paying anymore. Litelord doesn't care either way. Games and Rounds probably shouldn't count towards post-count/activity and that has been discussed before, but it probably doesn't matter that much anymore with the merit system as just activity alone is useless to move up ranks.

Bumps are usually just for your own thread and they're mostly only concerned with marketplace threads. As long as those posts claiming the giveaway follow the rules of that giveaway then I don't see anything wrong with that. If they're claiming multiple times within 24 hours even though the giveaway only states once per day then that's probably spam and should be addressed.

I've often wondered if anyone reports posts for violating rule 3. No trolling. That JollyGood is definitely an example of a troll and I've had several persistent trolls in our service threads as well. It doesn't seem to be something that is rigorously enforced maybe because the moderators have much larger spam problems to deal with.

This rule should be subjected to some conditions. Some times one has to post on a local board, because of the importance of the issue (like a scam). There might be no other alternative than to use a translator. Most people can understand English, but using a translator (google now makes an acceptable job) is an attempt to show some respect for the local language.

SCAM ALERT: All order books of The Rock Trading Exchange (www.therocktrading.com) are created by their bot and they use them to scam customers. They are also trying to steal 35519 euros. Read an updated summary on the OP

The issue is that in most cases it's the opposite: people don't care how such "attempts" would look - they just want to post.
Personally I don't see any problem with p.27. As you said most people can understand English, and there're many "local" users browsing the English boards, so, if something important is appeared, they can easily inform their compatriots.
