For the last few days, anytime I attempt to transfer/deposit coins to Cryptopia I get an error

You'd need to put it in the same folder where wallet.dat is located (roaming profile) and restart the wallet.

Just put bootstrap.dat into the Ultracoin datadir. This is the same folder that contains wallet.dat and the blocks folder.
Delete bootstrap.dat.old if you want to recover some storage space.

Wallet is working right. Problem is on your end. You could try these nodes, Cryptopia are using:

I have wallets on several computers                       
Best connections has only ever been 10
usually 2-6
same ISP connections - same VPN (a good paid one)

My best and newest computer always only gets 2 connections! (Yes I update the addnodes)

But it makes no difference having only 2 connections - still syncs - still sends and receives and stakes very well. Not a problem.

So think the lack of connections is computer related - maybe included internet/country etc
You can probably blame US meddling in Siberian affairs. 

From my experience - it makes no great difference as long as you can get 2 or more connections.
