Hello,
I posted this in the other relevant threads as well since I am looking for a possible solution to unblock my mbank card with around 720€ on it. For me, its not worth to make a 1200km trip in order to unblock it myself in Poland. The card has only been used to sell some bitcoins and nothing else. If someone can provide a secure way to release the money I would be willing to pay 120€ for that.
I assume that there are many people with this problem so if we all chip in there could be a substantial amount of money to be made.
I hope this an be resolved soon!

This is throwing more fuel to the fire, but some posts make me wonder if they are not also picking the cards with more money: Here https://bitcointalk.org/index.php?topic=254533.msg8526281#msg8526281 a member says only his card with about 500 euros was blocked, not the others with very low quantities. Since Mbank has his website in several languages and, if I recall correctly, there is nothing in the its agreement saying anything against foreigners buying its cards, I also can't see any ground for them to screw the foreigners and ask them to come to Poland. It's not very different from a situation where a Bank closes all his branches in the USA, except on Florida, freezes all cards, and says to its customers: if you want your money you all have to come to Florida. Nah, I have 5 mbank cards. One of them had about 500€ on it and and four were basically empty. They all still got blocked. Good information. It would be important to know if this mass blocking is over because it was due to particular cases or sellers and people that still have working cards can take the risk to keep using them (with very low volume transfers, of course) or if there are members that got their cards blocked recently and we are going to see currently working cards also blocked. To someone that has 5 or 10 ( https://bitcointalk.org/index.php?topic=254533.msg8741240#msg8741240) working cards, risking to send 100 euros to one is risking more or less the amount he paid for the cards. And he will avoid the hassle and risks of buying new ones from another bank (yes, I know, all sellers will write this is a very dangerous move). On the other hand, he will be working with (to say the least) a bank with very condemnable practices. It's outrageous that they block the use of the cards, but still allow new transfers. If there is something suspicious about a card or its owner, they should bounce back all transfers! They seem to be hunting suckers: "Your money is very welcome (mostly, because we are going to keep it)". Anyway, better wait one month or two and see how things go.

It's outrageous that they block the use of the cards, but still allow new transfers. If there is something suspicious about a card or its owner, they should bounce back all transfers! I actually agree with that, the blocks might be legal according to their TOS, but this is plain scamming.

Good move, however you want the card and 50% fee upfront? I doubt any member will accept that. He will be risking the card's money and the upfront. You didn't make clear if the bank will demand the 4 digit secret code from you to unblock the card. If the owner has to send that to you, after unblocking the card you can pay yourself (with the consent of the owner) in any ATM. No need for an upfront. If they don't demand the code and so the owner doesn't have to give it to you, even so the card will be useless, because you will have the number, expiration date and csv three-digit code (allowing you to use it on the Internet) and because I doubt the owner will trust the bank again. It isn't worthy the need to give you his address, the shipping time and shipping cost of sending the card back to the owner. Probably, it would be best for you to ask for the secret code (anyway, the owner will be risking that you will use the card on the Internet, even without the secret code), withdraw the money, take your cut and pay the owner the rest. You would have ground to ask for a upfront only if the owner doesn't need and won't accept to send you the secret code. And, even so, escrow will be enough to protect you. And some of the customers will say that you should also send money to an escrow, at least until you have enough reputation.

The card shows up as active, but maybe there is some sign that the card is blocked. The easiest way is indeed to try to buy something with it.

I doubt a notary will be helpful if indeed they are insisting that only the cards of polish citizens will be unblocked. Unless the polish law about these cards states the contrary (and, even so, probably, this law will be against European Law), they can't limit their financial services to polish citizens. All european citizens have a right to equal treatment. I don't have time to check, but I can't recall any limitation on the agreement about those cards to polish citizens. If people band together and hire a polish lawyer, he can threat them easily to return the money. This won't have to go to court, because it seems a clear case, so it might be cheap. But it has to be a lawyer, because a notary can't threat them that he will go to a court. But better wait one month or two. They can't keep acting like this, they will have to find a solution to foreigners.

If the card is not blocked it will tell you wrong PIN if you try to withdraw. If it is blocked you still get "unable to perform the transaction" no matter what PIN you use.

they've changed their rules 1 month ago. Everyone who exchanged bitcoins has broken their rule. Spamming them can cause permanently locked card - They have right to do it. You will give me Your cards or use my service ? 3 possibilities: 1. Mail sent to mbank. - I've sent similar to paypal 3 months ago. Result: 2 mails sent. No docs required. Total time: 10 days. 2. I'll go to mbank branch, show my ID and company registration info, if I'll find I'll take also ghost account docs - my old business account, closed by mbank, but it's still visible and I'm paying for account which shouldn't exists. Then I'll ask them wtf they're doing. and request money from cards back. 3. official letter which will be sent direct to their headquarter. I'll send them termination of agreement and request money from all cards.

To unblock your card you need to visit the bank's branch. You don't need to be a polish citizen but you need to provide an address in Poland where you are staying.
One card can be used by one person.
Notary won't help - that's what they told me. If the notary will come with 10 cards - nothing can be done.
To unblock the card - owner need to register the card online and he need to proof his ID in the mBank's branch. No other possibilities at the moment.

I could also offer a similar service but I can't guarantee success. You need a BZ card. How much are you willing to pay for my time doing this? Or you can read my (free!) tutorial some pages back.
