Also do you have to build the ccminer yourself from source, no binaries ?

I think 50% TDP is too low on the 1070 for skein. Try 66% or higher, and reduce the memclock -500

Try 66% or higher, and reduce the memclock -500 Revised numbers and more try @ different TDP With same OC ~2950MH - 50% TDP - 600W @ wall - 4.916MH/W ~3130MH - 60% TDP - 775W @ wall - 4.038MH/W ~3270MH - 70% TDP - 915W @ wall - 3.573MH/W ~3370MH - 80% TDP - 1050W @ wall - 3.209MH/W ~3430MH - 90% TDP - 1150W @ wall - 2.982MH/W so sadly for me as usual 50% is the way to go  A few try with -500 memclock +150 core gave me overall -5% watts +5% hash @ all tdp's

On the gtx 1070 I get 590 with the sp-mod and only 540 on the same clocks with the alexis miner(high oc).
500@90 watt with proper settings.(mem -500, core oc +150, tdp 55%)
Neoscrypt is broken. With the 1.5.80 windows build you should get 1100 on the gtx 1080 x17 is 5% faster than 1.5.80 (May 2016) More can be done here.
