Driver ver? Clock speeds?

I have tried everything, 100 different launch configs and overclocking all the way from 925 to 1200 core clock and 1375 memory clock to 1800 but i can't get over 580kh/s.
cgminer and reaper, it doesn't make a difference. SDK 2.8 with drivers 13.3 beta 3, 13.4 and 13.5 beta 2 drivers. Nothing seems to make much of a difference.
I use drivers 13.1 and I am getting 650 kh/s no problem. It seems like it is a driver problem, if you are overclocking so high you should be getting higher speeds. Got this card today too. The funny part is that cgminer is showing me around 500 Khs the pool shows around 600...
You are experience variance. Although your card is actually mining at 500khs, the pool perceives you as mining at 600 because for a certain duration of time you are solving shares a little more quickly. It all evens out though, there will be some times when you are only mining at 400khs on the pool.

How fast do you mine at stock clocks? Also, what speeds do you get mining Litecoin?

I think it looks pretty good. Not familiar with that mobo but you might be able to get 6 cards out of it if you get some x1 to x16 risers. You might want to check on ebay for risers. They come from Hong Kong at a cheap price, but it might take a few weeks : You might need another stick of RAM, on my 7970's I use 1.5 gigs of ram per card.

7870/7850 has the best kilohash-per-second/$ ratio (kilohashes assuming scrypt mining such as Litecoin) but you should probably get 7950's because you can get much higher hash rate per computer which will save you money in the long run.

ditch the bulldozer and get a sempron. I think you only need 4 gb RAM also. Hmm, litecoin too? I am not sure but 4gb RAM is probably fine for LTC too.
Won't you want to upgrade the PSU a bit? Maybe get a gold rated? How much do the 3x7950 need in power?
Just so you know, I use about 1.5 gigs or RAM for each one of my 7970's. This being the case, you will probably need more than 4 gigs or RAM. On a separate note, you might want to choose a different 7950. The windforce coolers are pretty good at keeping the cards cool, but they are locked. You can get say a sapphire 7950 for the same price and have the ability to undervolt (or overvolt if that's what your looking to do)

Have you disabled ULPS? It is usually automatically enabled, and it interfered with me being able to use some of my cards in my system. Although that was with different series of cards in one rig.

I am interested in the 4 6950's rig that you have (entire rig for 1200). I am curious what the shipping on that would be to Kansas? Also do you have a pic of it?
I guess I am wondering how you are getting 2500 Khash's on 4 6950's? With the litecoin comparison guide the max I am seeing is about 500 hashes ea. I may just be missing something, and regardless am still interested.
Each GPU gets 500-550 khash on average. Kansas should be okay to ship too. I'd probably have to part the machine though, and ship each component separately. I live in Toronto so shipping shouldn't take too long. PM me if you're really interested. What clock speeds do you have those cards running at? At 920/1400 my 6950's only get 460 max

I think the best option would be a watercooled 7950, without the game codes for a cheaper price, and a model with unlocked voltages.

Every card overclocks differently; some better than others. In this case, one of your cards overclocks better than the other one. There is no way around this.
