to do that attack you need to create another chain that is longer than the main chan and is under your contorl, this is done offline, in your secure private network with some nodes, but you first need more hash than the current chain which is impossible for bitcoin

you don't need to pay taxes when you sell for altcoin or for bitcoin, only when USD or other fiat money are involved you need to pay taxes, but it's better to see your country laws, because there could be some exception
