If you use Windows then you can virtualize a Linux distribution like Ubuntu Server 12.04LTS with Virtualbox.
You could also use a Winlamp installer for Windows if you don't want to use Linux or Virtualbox: http://winlamp.sourceforge.net
If you need the webpage to be accessible outside your LAN then in your router you will need to forward port 80 to your computer: http://portforward.com/
If you only need access from your machine then typing 127.0.0.1 in your webrowser will do the trick.

My preferred solution would be a VPS or dedicated computer with Ubuntu Server 12.04LTS

Maybe that's because what you think is a problem is just 4 or 5 dudes with a big mouth, lots of time in their hands and a sense of entitlement like I haven't seen before.

But the forum promote freedom of speech like with BFL ads so it can't ban users for posting their ideas. Meanwhile, they are clustering a technical part of the forum that don't give a *** about their flame wars. Give them a section to do so and everyone will be happy.

I won't develop too much but can tell that the US feel compelled to intervene (officially) because of suspected chemical weapon use. (prohibited since 1997 by the UN)

If it is prohibited by the UN, then it should be the UN who punishes them for using chemical weapons. The US has no jurisdiction there, and we should keep out of the conflict. I don't think we should be helping either side. If some individual wants to go help one side or the other, then they can go to Syria with a rifle and help out, but I do not want to be forced to pay for it.

As to answer "why is the US involved, what's in it for them?": The US enjoys a place of power in the world. They maintain that place by getting involved wherever they can to show off their might and power. Leadership of the US thinks they will appear weak if they choose to do nothing, then they might lose their position as Almighty World Superpower.
The way I see it, the UN is a way for the US to legitimise international intervention since they are the one who originally started the organisation. Now, I didn't really follow the situation in Syria but I'm pretty sure the UN won't object a direct intervention from the US.

Those bitcoins only exist on paper so stop worrying. If you're lucky he will get a loan in real BTC to get liquidity otherwise they will stay paper bitcoins forever. The good news is that you can still gamble with paper bitcoins.

This is even safer than a paper wallet since the coins cannot even get stolen.

This guy in the video do non-destructive safe cracking for a living so yeah any safe can be open especially with destructive technique like torch. DT correctly wrote that the goal of a safe is only to slowdown a thieve and an alarm should be used in conjunction to the safe.
