1: When one registers as a Delegate - and "Burns" 1,000 SEM, is that permanently destroying the 1,000 SEM or are they locking them up temporarily ? ie. from my wallet perspective, is it just like spending the SEM?

Yes. Validators do earn round-robin reward for new blocks (

3: Is there any other benefit in being a Delegate, other than having the possibility to become a Validator?
None. Other than having the possibility to become a Validator,
delegates function as normal account.
