If you found someone joining two campaigns and was accepted on both, you should report them to their managers. That is 100% against the rules of any signature campaign. Usually they require their participants to wear the signature 24/7 until the end of the campaign, if the is found changing it during the time he is accepted then that is a violation of the campaign's rules.

The problem is not with the prepaid credit cards, but with google play. They are the ones asking for address verification and not the service that issues the prepaid credit card. What you should do is change your topic, or create a new one, ask "Need prepaid credit card for google play." Since you are asking for a specific service not really something in general.
