At least Coinizy allows you to load your VC with bitcoins, and then use the card online.
Their services are not available on african countries, but you can always use VPN since they do not ask for verification before 2500$ have been spent.
I do not think that there are alot of available options for you, and your best bet are virtual credits cards that do not ask for verification.
