What's the date of your back up?

12/30/13.  The transaction was done with a new generated address on 1/17/14. 
How many new recieving addresses did you make between 12/30/13 and 1/17/14, and how many times did you send btc?  A rough estimate will do. 

It is possible the you exceeded your backup's keypool.  Hopefully this is not the case.

Just copy the contents of the Bitcoin folder and you'll have everything you need.

1 Boot Tails
2 Go to https://www.bitaddress.org/
3 Disconnect from internet (make sure your actually disconnected e.g. remove the ethernet cable and any wireless adapters)
4 Add enough entropy
5 Click the paper wallet tab
6 Select the number of addresses to generate
7 If you want to encrypt your paper wallet select "BIP38 Encrypt?" and enter a password
8 Hit print
9 Shut down

Just a note to prevent a possible future crisis: When bitcoin-qt sends coins it creates a new private key (https://en.bitcoin.it/wiki/Change), so you need to either send all of your coins back to the original address or print out the new private key.

1) Short Answer:  No. 

1) Long Answer:  If you don't create any new receiving addresses and don't send any btc, (basically you only receive coins on addresses you already have) then you can go indefinitely without having to backup your wallet.  If you are sending coins or creating new receiving addresses then you need to backup every time you perform 100 of the mentioned actions.  This is because the bitcoin-qt client uses an address from the 'keypool' every time you send coins or create a new receiving address.  By default the 'keypool' size is 100 addresses, but you can change the size so you don't need to backup as often. To change the size just add "keypool=size" (without the quotation marks and with size replaced with the number of addresses you want in the keypool) to bitcoin.conf or add -keypool=size to a shortcut's target (again with size replaced with the number of addresses you want in the keypool).  Beware changing it to >1000 as it will take a long time for bitcoin-qt to load because it has to create all those addresses.

2) If by multiple wallets you mean multiple bitcoin clients, then yes you can have multiple wallets on the same computer.

3) I can't answer this question as I have never used blockchain.info's wallet.  Sorry I can't be of more help here. Undecided

1.  Depends on your client.

2.  Yes, but the difficulty of this depends on your client.

3.  Depends on the service.  (e.g it's impossible for you to backup your wallet on Coinbase)  It's best not to put more money in an online wallet than you can spare to lose, I learned this the hard way.

I typed this and realized I don't really answer any of your questions.  If you would like more detail just post the specific software/service you are considering and I would be glad to answer any further questions.

What bitcoin client are you using?  For some clients you will need to restore your wallet from a backup to prevent the client from rebroadcasting the transaction.

Just install Tor with the default settings and then in bitcoin-qt go to settings, options, network and change the port to 9150. (make sure "Connect through SOCKS proxy" is selected and that the SOCKS version is 5)

P.S.  I not sure if Tor is set to configure controlport automatically by default or not, but if the above doesn't work you can try going to the advanced tab in Tor and deselecting it.

You can transfer the blockchain from your Windows pc to Ubuntu.  Just copy the "blocks" and "chainstate" folders from their respective Bitcoin directories.

What are your computers specs?  If your Windows pc has a SSD and/or other hardware advantages it would cause this kind of difference in sync speed.  I synced bitcoin-qt on Linux Mint (it has a RAID array) and it finished a whole lot faster then my windows pc (laptop hdd).

Depending on the length of your password it may be possible to brute force your wallet.  If you can't remember your password I would look into this option.

The required fee on small transactions is to prevent spam transactions from bloating the blockchain.  There are multiple warning about faucets on this forum because of this very issue. Tongue  If you have more btc you can combine inputs to send your coins without a fee.

Every time you create a new receiving address or send coins you use an address from the keypool, so if you create a new receiving address every time you receive coins then you still need to backup your wallet before you use up the keypool.  You can change the size of the keypool so that you can go longer between backups.
