It's recognized as private money, but it can't be used to pay off debt (I have to accept Euros but not Bitcoins), or goverment debt. You can not pay taxes in Bitcoin, you have to pay the equivalent in Euro to the Gov. You can do legal commerce with them, but that's kind of old news rehashed now.
Basically it has the same legal status as gift vouchers.
