In my opinion it is both money and currency. As a virtual coin, you can use bitcoin to buy such things just like money. You can buy some things with it even if you don't convert it or you convert it. As for currency, bitcoin value can be converted in US dollars. Just like any other currencies, its price also changes just like any other currencies.
