Many don't quite appreciate how much of a big thing it was for Leverkusen to win the Bundesliga last season. Before that, Bayern won 11 years in a row and Leverkusen broke that streak.
It seemed like all the other clubs just accepted the status quo of Bayern as the hegemon and haven't been showing much interest in investing in their squads to become more competitive. It's worth noting that German clubs historically tended to spend a lower percentage of their revenues on player salaries compared to clubs in other major European leagues.
I don't think Leverkusen's success was due to heavy investing as much as it was due to Xabi Alonso being able to build a great team from what he had, but they managed to break the mold and make things more interesting. Having the mentality of winning trophies is different from having the right players to win the trophy. They should be have done earlier already weeks ago and tried to get a new Coach before the end of the year.
I guess that every new Coach who will getting the job there will be not lead them to the top or near the places in the table.
As Odohu has mentioned already there main target should be this season to avoid the relegation places and start fresh next season.

From the current position of Union Berlin in the league the team has been struggling to win matches despite having a very solid defense, they have collected 17 points after playing 15 matches and they are currently occupying the 12th position in the league which is not a good position for a team that was doing well in the league before now. The team will only get better if their attacking force increases and they are able to play more of attacking football instead of focusing only on defense when they still losses matches at the end of the day. Union Berlin still has chances of escaping the relegation zone that's if the team is going to get better in performance but it they lose their next game against Heidenheim they may face the risk of going down to 14th position which is closer to the relegation zone. They only have to win matches and score goals if they want to remind in the league despite doing well in the defense.

Playing in the champions league can not be a reason why a team like Leverkusen who have done something big in the  league start struggling, no that's not a better reason. Fatigue have always been the reason for such problems and the Leverkusen manager can still be applauded for what he did and this season he's still among those clubs who are competing for the title, if it were some clubs they won't be among the title contenders and they would have gone below the table and also some players would have left the team to bigger clubs just because they went unstoppable the previous season.

I also think it is not right to say that playing in Champions League is why team like Leverkusen is having hard time. They did very well in league so that is not good excuse. Better reason is that players are tired. Even with that manager of Leverkusen did great job and it' is good to see that they are still trying to win title this season. Some other teams might have done much worse and even lost some of their best players to bigger teams. But Leverkusen is still doing well and that shows how strong team is and how good manager is at leading them.

I said it might be the reason for their poor form not that playing in the champions league is the main issue and I agree with you about the players being tired. Is not easy to go all out last season without losing a game and becoming a champion, I believe last season was the biggest challenge they have had in a very long while and it paid well for them. I also love how they play this season, they're facing each game with that same seriousness of last season but you'd agree with me that Leverkusen isn't as aggressive as they were last season compared to this season. But they (Leverkusen) are still on track and is giving Bayern Munich a bit of pressure on the title race even as the Barbarians are topping they know is not safe yet knowing very well that Bayer Leverkusen are very close.
