Does the Cryptopay Bitcoin Debit card support in India?

I have been seeing this lately that majority of the bitcoin debit cards like Ecoin, Xapo, Bit-x etc. are incompatible in India.
So I am highly skeptical with this one.

EDIT: one small question: what happens to the monthly service fee if the card isn't loaded? I don't mind paying 1€/month as long as the account contains funds, but i want to avoid having to pay charges for a card that is unloaded.
