Yes, all coins are already mined and current block reward is 0 for PoS and 0+tx fees for PoW blocks.
Miners from the pool mining-dutch.nl confirm transactions and collect all transaction fees from PoW blocks: https://chainz.cryptoid.info/42/address.dws?4Ym5Exwpu74K6enEAmdUe9NL6thLPqadVZ.htm.
Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

42 coin shows stability though, no? I bought some yesterday and it's value has maintained over night. Then I found out at one point it was worth 2000 BTC. Mind blown...
