What is TEC participants ?  people who bought at ICO? Sorry I don't know that much, I just bought it.

Yeah the ones who participated in ARK-TEC aka exchanged their BTC or LISK (which will be used to develop ARK) last year from  November 7th and lasting till December 11th 2016 to receive ARK proportionally to the amount they exchanged was distributed to them/you when we started on 21st of March this year - I hope that answers your question / concern.

But what about people who buy on exchanges and didnt particiate? I still dont understand it. For example if someone participated in ARK-TEC with BTC worth of 100k ARK and now I that didnt participate buy  100k ARK on bittrex... what is the difference? Where does this 75% come into  play?  

In your question 75% doesn't come into play - as for the other part I don't know how to explain it you - market determines what ARK is trading at and those who participated last year in ARK-TEC are already rewarded, but we are only starting - we are not even 1 week old yet. You make your own choices not we and market determines the current exchange rate for ARK not us at ARK. So do what you think its right I'm not leaning you anywhere - if you have 100k ARK hold it or exchange it back to BTC on Trex its not my decision to make. But if you can be that easily persuaded by some snake-oil talk and don't even know or make your own research then you are not cut for this game - always make you own mind and research on your own, don't trust anyone.

TL;DR ARK uses a DPoS consensus mechanism, which means a set amount of delegates (51 in arks case) authenticate all blocks on the blockhain. So if you simply hold coins either on the exchange or in your wallet you won't get any block rewards or fees. If you want some of those you are going to need to registered a delegate and gather enough votes for it to be in one of the top 51 positions. 1 ark = 1 vote.
How much vote you are going to need to be in top 51 is an open question depending on how much of the total ark is participates in the voting process. For Lisk it's less then 30%, if it will be around the same for ARK a delegate would need about a minimum of 500-600k ARK vote weight behind them to make it. But it's not a set amount, this is like trading the market (the coin holders) decide. Right now now you could be voted in a much lower amount, but if other delegates increase their weight then it's a numbers game.
