The first top address with 62 B contains returned coins, which the community voted to burn. Only one person: Vassilis Kritharakis from Greece controls this address and technically only he is able to burn them.

    the coins were locked.   the fork happened (upgrading the wallet)
in there a change was made that made it so the coins could be moved.

The fork hasn't happened yet. It will be at the block 1,250,000.
We yet don't know if coins were moved due to changes in the code, made by Vassilis,
or it was coincidence. Barrysty1e has more tech knowledge than we all here combined (I mean investors and crypto enthusiasts from MOON supporters).
If you mention the protection, it was his own code. Obviously, we have to wait his detailed explanation about what has happened. The source code (old and new) is open for everyone at Github and if other experts would like to help with its audit, they are more than welcome. If some critical changes were made by Vassilis, it can be disclosured by experts, like: a row number at Github, in an old source, a row number at Github in a new source, what change has been made and how it could affect the protection.

I am very happy with Mooncoin news, Mooncoin is available for trading on CryptalDash, Mooncoin is available for Iphone via the SatoWallet platform, NovaExchange has announced that it will reopen the area for registrations and will not close, and soon I believe it will have much more positive news for Mooncoin. I ended up dumping the rest of my mooncoin for 1 btc before it goes back to sub satoshi level again.  There is just too much uncertainty with those stolen coins.  The 60 billion+ coins is a massive amount and its too much of a threat to be dumped at any given time.
