Those dumb aggressive people would be controlled by smart aggressive people. It might depend on what you mean by "dumb." Most world leaders including dictators and autocrats have an I.Q. level little higher than two standards of deviation above the mean. People smarter than that apparently can't relate to normal people well enough to exploit them. |
