The threshold to start the investigation is pretty low. I don't have to assume he's 100% guilty. Just probable cause or reasonable suspicion, maybe even less. Just the facts we know about Bidens... it's very fishy.

No, he can't, especially when he's specifically targeting a political opponent. We just proved that. It would have been much more tactful of him to go through diplomatic channels, but he thinks he can do anything. He can't.
