The best time to invest is when there's a huge amount of panic.  The more that everyone thinks there's no chance of Bitcoin ever recovering and that alts will take its place, the better a choice it is to buy then.

The best time I think is when it is getting lower. As bitcoin price swings. So when it's going down, people get scared and most of the time they don't buy. But when it starts gaining value again, they regret. So you have to be updated about the market and wait for perfect time.

Not true my friend. It takes years to earn and collect money. There are people who work years and years and at the end those savings, they really want to invest somewhere where they can get guaranteed outcomes. How can someone just risk there money like that where they can either lose all that money or get profited. Bitcoins are surely risky but after all these years we have seen people getting profit most of the time. We have observed it's price going down last month therefore , it's price is expected to rise again and hence this is the right time to invest .

I agree. Take Litecoin for example. The price of it in USD has risen threefold in the last 20 days. So one month ago it was better to invest in LTC than in BTC. Almost the same has happened to Ethereum. But at the same time Dash has fallen 50% and Dash is a good crypto. So I don't know about a short-term investment, but in the long run any good crypto will rise so it's worth investing in.

Why will it be risky to buy it then?

Risky means that the price may crash abruptly, but if Bitcoin becomes "saturated" it is fact shouldn't be risky to buy it simply because when adoption is complete, Bitcoin price will become rock solid. It is today that buying Bitcoin is risky since its future is still rather vague (though not grim at large). That's why enormous profits in the future may actually turn out to be complete losses

Yes that is correct. Good information or having knowledge to the investments available is a good practice to know if it is good to invest or not. That is true that there is no best time to invest and if there is best time to invest then we didn't know it. there is a time to invest and it is possible to know it, not with 100% certainty but with a good percentage.
you analyze the investment, check the news, check the adoption, see if the investment is really worth it, if it can go up, what are the risks, how much will it go down if something bad happens, how much will it go up if something good happens, how much will it go up or down in normal circumstances. and a lot more.
then make a decision to invest.
