Yes you are right they are a waste of time or rather most of their offers were rejected for various reasons we know they made some high offers
but still failed same thing with Manchester United I wouldn't be surprised to see these two teams having a bad season this year I mean fight for european league only.

Everyone has a different opinion on this and I think what Chelsea and Manchester United are doing is the right thing to do even though it seems like a waste of time.

@X-ray both Neymar Jr and Wilfried Zaha are not issues to Chelsea current go back and take good look at the squad they have wingers but they recently sent Hudson Odoi on loan do they need a replacement for him in case of injuries and depth especially during Champions League football and English Cup game's.
They need to get Aubameyang from Barcelona with that they can be sure of goals rather than putting high hopes on both Harvertz and Raheem Sterling. Sterling has three goals already playing the false nine role for Chelsea.

Also I think they need top class player in middle to partner with Kovacic and Gallagher, Ngolo Kante now injury prone. They might end up asking for Declan Rice eventually January or Next summer. previously Douglas Luiz had been offered by Liverpool. but the price given by Liverpool has not reached an agreement. Liverpool reportedly also withdrew from this hunt.
there is other news as well from Atletico who also has an interest in the Aston Villa midfielder. but indeed the most rumored to have almost reached an agreement is Arsenal. if it works it will be a great buy for the Arsenal squad.
