Noone with COVID for financial Fair play but they can deceive it as PSG did the year when they bought Mbappè and Neymar.
A team can go to Dortmund and say we take in on Loan for 3 years for 20 million per year and a final payment of 100 in the 4th year.

Messi is a legend, he's the greatest player of all time, he already have tons of money, he's even richer than some countries. Money is never the issue. He built a legacy in Barcelona, why would he go to China or somewhere else? He wants to win more trophies, score more goals. When new chairman Laporta fix financial problems and create a better Barcelona squad Messi won't have any reason to leave.
