One of the players I pity in England is Harry Kane.  After a superb free kick goal yesterday, I wouldn't believe it will end like that for him. Kane is one of the most underrated players in football. I know City now has Haalland, but If Kane is to join a good team like Manchester city,  he will be almost in every match just like Haalland.  I don't know what his plans are but if u ask me, I will say Kane has no tangible reason of staying in Tottenham. It's time he makes the good move so he can at least record a European trophy to his name as he is getting old.

I think this cannot be compared especially when talking about EPL and Ligue 1 because they are obviously very different.

Pochettino understands the difficulties he will face at Chelsea because it's not like building a team from scratch but how to choose existing players to be the main players in every game they will face next season, what might make it easier for him is that Chelsea can focus only on competition only locally because there are no champions league or European league matches that they will live so that Chelsea can get a better position than this season, and his experience at several clubs including how to build Tottenham Hotspur will really help him later so he can make the right decisions in every match.

Kane is feeling so confidence to stay in totenham rather than try to compete with another striker in another club. I think that if it's quite clear that if kane will not even move out from totenham until totenham itself who has been telling him to leave from the club.

I understand your point that while they have achieved nothing during their time at Tottenham they have never gone unnoticed by the public.
