You can only apply 1 Ion Cube at a time, using more than 1 will negate the previously used Cube if one is still in use.

This will stay the same yes, only the player to player exchange has to be removed for right now.

Unfortunately, however, the way they worded the new regulations leaves it wide open for them to classify securities as they see fit without giving an exact definition giving them sweeping power over it. How that will affect the game we will have to wait and see.
