and

That should be all you need in the chncoin.conf file
Make sure the conf file is in the right place... (%appdata%\CHNCoin -- you are obviously on Windows).

You do not need rpcallowip unless you are using multiple machines across a network.
Start the qt.

Mined all night, and according to cgminer accepted 15 blocks, and there are 15 transactions in the CHNCoin client, but my balance and uncomfirmed are both at 0.00 CHN, and my transactions tab shows 0 transactions...

Restarting the CHNCoin client had no effect.

Orphaned blocks will show up as transaction counts with no actual transactions.
Go to the Debug Windows and type listtransactions

Orphaned blocks, someone found the block at the same time as you but theirs was accepted first. Happens when you have a ton of hash power jumping on at a low difficulty.
