It is just their balance, they've transferred out all their ONIONS.. it is not 0 because they've been blacklisted, but because it's 0 they will be blacklisted.

First, update your signature to include your btct user id, which is 152514.
Put it in place of where it says XXX, each place. Then go through each step
for applying to the airdrop. You missed making the signature correctly, it's
possible you have made other mistakes. Once you are sure that everything is
correct on your end, you can go to the main DO forum and find the thread
for Blacklist reconsideration.

Today i checked my status and sow there -     Blacklisted by DeepOnion for unknown reason.  In russian speaking thread pople sad that i could be banned for posting more than 10 post each day. Is it true ? i realy Could be banned for this ? I didnt sheetpost a single time. I comunicate with people in threads that i interested in. Also i answer ing many newbie questions at russian speaking part on deeponion thred. I trying to be aktive part of comunity. I take psrt in twitter campaine. Posted an article about onion on GOlos ( its russian steem ) https://golos.io/ru--kriptovalyuty/@estrange/nevidimaya-storona-obzor-pervyi-deeponion . I have ideas about another deeponion article. I reposting post about onion at Vkontakte.ru - its russian facebook.

One thing i don't understand of the 10% coin can get out for trade from the balance, the 10% is one time only for all duration of airdrop for get not banned or every airdrop is possible move the 10%?

10% is always 10%. Doesnt matter if 10% from every airdrop or 10% from all 40 airdrops.
